The plainest possible statement of what this section is: a cake, a counter of decorations, and no instructions. There is no bake, no order and no score — you choose a frosting colour, then keep adding until the cake is what you wanted.
The item list is long and the layering is permissive, so a finished cake can carry a dozen distinct decisions. That openness is also its weakness: without any constraint, the easiest thing to produce is a cake with everything on it, and the game does nothing to discourage that.
The useful way to play it is to set your own rule — three colours only, or one topping type — and see what comes out. That turns an unlimited counter into a design exercise, which is what the good sessions here look like.
