Flooding is the technique worth learning here. Icing has to be outlined before the middle is filled or it runs off the edge, and the game shows the run rather than snapping the icing to the cookie shape.

Outline every cookie before flooding any of them. The outline has to set to hold the flood, and doing them one at a time means the first is always still wet when you need it.
